Thanks to all for the tips, I called Redwood and they think the water line in the back may be restricted and no water getting to the solenoid. Need to take it into the dealer.

Found the white plastic up/down lever. It is in the up position, don't know how to move it down. Can't find a test button it is all white plastic and can't find a way to remove the plastic bottom...
