That is about where we run ours, 1" above the arrow, when I ran it at the arrow the air bag would occasionally bottom out.
Like Brad says it took us some experimenting to find the right position /...

If I run our FL below 60 PSI my hitch will bottom...

If I run our FL below 60 PSI my hitch will bottom out due to not enough air in the bag, at 70 to 75 if floats along nicely.
