Yep, it is on top of the water heater, I assume it is part of the water heater electrical system but I do not know.

I sent the question with pictures to Crossroads Customer Service also, guess...

When I was doing a little housekeeping in the basement area, I found this device loose on top of the water heater.

Looks like the factory attempted to secure it with some foil duct tape, just not...
