I never found the boot to be damaged, but for some reason it seems to work its way up the cable allowing water to get in below it. The silicone just keeps it glued down where it should be.

I can just about guarantee you that if you go up on the roof and look at the boot covering the cable going into the base you will see that the boot is not seated correctly. Have had this problem...
