I used a padded 1x2 long enough to fit top to bottom. Latch at each end to hold in place. Stores on floor of closet and about 2 minutes to install or put away. Drawers can't move.

Ours uses the same latches that the other drawers do. We have had the garbage can drawer latch break on the female end with the spring and had to replace it. Could this be the problem with yours. ...
