its called a "Brass Stud Catch" and its by seadog part# 35514 22219 its $5.95 CDN for a pair. I haven't tried to google it but I would think most boat supply...

I found a metal version of the plastic latch at a boat supply shop. You can even adjust the amount of restriction.
