ice maker is not filling all the way

I have checked everything that I can think of. The screen in the supply line is clean. the valve under the sink is fully open. With the line at the solenoid disconnected there is plenty of flow (checked twice once when de-winterizing and again on campground and pump water pressure). I'm only getting 2-3 ice cubes per cycle. Not a big deal but wondering why the tray is not filling all the way. The Norcold manual for my model 1210IM does not provide any troubleshooting on this. I'm wondering if there is some adjustment I can make. Any help would be appreciated.
